What is “Certificate 3 Guarantee?”

The Certificate 3 Guarantee supports eligible Queenslanders to complete their first post-school Certificate III qualification and increase their skills to move into employment, re-enter the workforce or advance their career.

It also supports school students to access training and Queensland’s Year 12 graduates to transition to employment by providing fee-free training in high priority qualifications.

The Certificate 3 Guarantee subsidises your vocational education and training (VET) course fees. This means that instead of paying the full costs of a training course, you will pay a reduced amount, making training more affordable and accessible.

Please note: As a condition of your enrolment into a Certificate 3 Guarantee program, you will be required to complete a student training and employment survey within three months of finishing or discontinuing your training.

Are you eligible?

To be eligible to enrol in the Certificate 3 Guarantee, prospective students must:

  • be aged 15 years or older;
  • be no longer at school (with the exception of school students in Years 10, 11 and 12 undertaking a VET in School (VETiS) program);
  • permanently reside in Queensland;
  • be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen; and
  • not hold, and not be enrolled in, a Certificate III or higher-level qualification, not including qualifications completed at school and foundation skills training.

How much will you pay?

The Queensland government will subsidise a portion of the training costs for your chosen Certificate III level qualification. However, a contribution to the cost of training and assessment services – called a co-contribution fee – must be made by students enrolling into a Certificate 3 Guarantee program. This fee may be paid on your behalf by a third party (e.g. your employer).

It is important to note that eligible candidates are only entitled to access Certificate 3 Guarantee funding to complete one Certificate III level qualification.

How do you qualify for Concessional Fees?

Concessional student status applies when:

  • the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care or Pensioner Concession Card and is named on the card;
  • the student is able to provide an official form under Commonwealth law confirming that the student, their partner or the person of whom the student is a dependant is entitled to concessions under a Health Care or Pensioner Concession Card;
  • the student identifies as an Aboriginal or Torres Strait Islander;
  • the student is a school student and is enrolled in a VETiS program (may include young people in detention);
  • the student has a disability; or
  • the student is an adult prisoner.
